Course Description

The Port Facility Security Officer Refresher Course is designed for existing PFSOs and Deputy PFSOs who have previously completed approved PFSO training and now require refresher training to remain current.

The course updates delegates on the current UK application of ISPS, the Port Security Regulations 2009/2013, DfT maritime security requirements, PFSI handling, PFSP maintenance, security levels, current threat awareness, cyber security, insider threat, access control, incident reporting, search
procedures, CERS / pre-arrival notifications, Declaration of Security, drills and exercises.

This course is suitable for PFSOs, Deputy PFSOs, port security managers and personnel with direct responsibility for maintaining or supporting a Port Facility Security Plan.

Learning outcomes

On completion of the refresher course, delegates should be able to:

  • Explain current UK port security requirements and how ISPS is applied in the UK
  • Identify key updates relevant to the role of the PFSO
  • Maintain and review the Port Facility Security Plan
  • Understand the PFSO role in access control, search, reporting and security escalation
  • Apply current protective security guidance from NPSA, NCSC, NaCTSO and ProtectUK
  • Recognise current threats including insider threat, cyber risk, hostile reconnaissance, protest activity, IEDs and weapons
  • Support drills, exercises and security culture within the port facility
  • Demonstrate continued competence as a PFSO or Deputy PFSO
Assessment

Delegates will complete refresher evaluation through tutor-led questioning, scenario discussion, practical exercises and participation in PFSO refresher activities. A certificate will be issued to delegates who successfully complete the course.

The certificate should state that the delegate has successfully completed a Port Facility Security Officer
refresher training course relating to the requirements of the Department for Transport, the mandatory
training of Port Facility Security Officers as part of the National Maritime Security Programme, SOLAS
Chapter XI-2 and Parts A and B of the ISPS Code
